Description:     Offshoring decisions are largely business decisions and are often little influenced by consideration of long-term risks, political consequences, or social impact. Many corporations would argue, not unreasonably, that they do consider some long-term risks such as to reputations, and they should and do consider risks that directly affect their business operations, but that it is not their job to consider the social impact or possible political or larger national security consequences of their offshoring decisions. But somebody, most obviously government, needs to consider these impacts and consequences.
