It is beyond doubt that the Computer Emergency Response Teams (CERTs) play a significant role in the field of network and information security. Their work is indeed essential in preventing security breaches, limiting the damage resulting from a breach as well as in recovering from a breach as quickly as possible. In addition, they provide assistance to victims of attacks and take part to the global effort of vulnerability assessments, awareness raising and promotion of best practices. Although the number of CERTs in Europe is already significant, their coverage is far from being sufficient to serve all Internet users that could benefit from such services.
