In order to implement guidelines Internet providers should be actively involved in investigations and the prompt provision of evidence regarding the movement of electronic information. One possible answer to this would be to establish a political alliance of providers. Participants would have to accept certain obligations to provide evidence required for administrative procedures or civil claims
